Identify an issue the opinion will likely present in your state and describe how you will go about researching how your state will react to the decision. 5. If you reference any materials, list the citations The key to this type of paper is to summarize and analyze a public policy issue and potentially, to recommend a course of action. At least five sources (including the Supreme Court’s Opinion) must be referenced. Please be careful to address each of the following questions in your paper. The paper should include the following sections: A. Introduction (4 Points) – Briefly identify and summarize the issue. B. Background (12 Points) – Describe the issues and events leading up to the U.S. Supreme Court receiving the opportunity to decide this case. What are the major issues and what constituencies have been active? Summarize the Supreme Court’s opinion. C. State Policy Environment (12 Points) – What impact do you anticipate the Supreme Court’s ruling to have on your state?(California) Potential resources include state newspapers, especially the newspaper for your capital city, looking on the state’s website to see if there are statements issued by the administration or legislature about the case. You may want to identify someone to call at one of the state agencies or the appropriate committees of the legislature. Which of your state’s institutions will be impacted by the decision? If changes to state law or public policy must be made, which of the policymaking entities will be involved? (For example, will the General Assembly be required to write new laws? Will the administration be able to implement policy changes in the absence of new state laws? Will the courts be involved?)
