Both Robinson and Deibert argue that “care” and “cybersecurity” are better off when viewed through the individual (human-level) lens of security, rather than the national (country-level) lens of security.  Do you agree with their premise?  Would either care or cybersecurity be better viewed as a “national” security issue instead?
