Emerald County has subdivision, site plan and zoning regulations, among others, and Emerald City has adopted all common land use regulations. Emerald City believes in the importance of taking actions to address climate change. You will have to make assumptions about the specific laws and rules, including the processes, and explain your choices (and these have to be reasonable). Any solution that you provide can include some reasonable assumptions as to what laws apply and how. Remember that since this is not New York City, ULURP and CEQR do not apply; this does not mean there are no environmental regulations.
