This take-home final exam will be a policy analysis paper on the issue of Health Reform in the United States. Your paper must include the required elements of a policy analysis paper as outlined in the course text on page 319. You must complete the policy analysis using the approach described in the text on pages 319 through page 330. Boxes 14.1 through 14.3 are important guides for you. You should take the “rational model” approach to this policy analysis (see page 318). Your analysis should draw on everything we have discussed in class as well as your own research, and we will be looking for evidence of your research beyond the material and readings we have covered in class. You can and should discuss the political aspects in the “Landscape” section of your analysis (which includes “political factors” as one of the subheadings, see box 14.1 on page 324 of your text) For this paper, we are providing the “Problem Identification” for you, as follows: Problem identification: What type of approach to health reform should the United States undertake to achieve the goals of the “triple aim” – access for all Americans, high quality of care, and affordable cost? 1. A single payer health system, sometimes referred to as “Medicare for All” 2. Build on the Affordable Care Act, adding a “public option” for those who choose it, but also maintaining the choice of employer-based health insurance. 3. Repeal of the Affordable Care Act In analyzing the options above, please use the following options criteria which have been selected from Box 14-2 in your text, page 327: Cost, Political feasibility, Administrative ease, Fairness, Effectiveness and two Healthcare-specific criteria – access and quality of care. Please include a “side -by-side” table of the options as part of your paper. This table should use the descriptive format outlined by the example of Table 14.1 in your text, page 328. Your paper must be approximately 5 to 10 typed, double-spaced pages (not including the side-by-side table).
