In an issues paper, you are focusing on persuading rather than informing your reader. In this paper, you will be asked to present one side of an issue or controversy or to form an opinion and support it using critical thinking and reliable source / evidence. While this can be an extension of your summary paper, you are welcome to change your topic for this assignment. Like the summary paper, writing this type of paper takes practice and it is also one of the essay forms found on the current GRE [for those of you thinking about applying to graduate school, this is a good skill to learn]. You can expect that this paper will take 3+ pages [not including title and reference pages] to complete. The detailed prompt and guidelines for this paper are posted on CC
